Everything you said is 100% correct !!! I ve been trying to tell everyone the MTA will never spend that money the right way – waste and monetary mismanagement is their hallmark !! I would love for a independent organization to fully audit the entire MTA so we all can see the WILD WASTE – congestion pricing sucks and I hope Congress passes a law making it illegal — republicans are already on the case
